Accessing specialised medical care in Canada has been a nightmare. Everyone assumes that healthcare in Canada is free, but its not, because we are pay high taxes. My family and I have spent thousands over the years in travelling to specialists, on various medications, on medical equipment, on portable oxygen (O2), etc. I receive a very small monthly disability income, much less than you are living on.
On the statement made by PsiKnife about moving to Canada, as a Canadian with congenital ( meaning "from birth") lung disease that has worsened over the years, my heart goes out to you and your family. In my case, my illness, an atypical form of cystic fibrosis, and bronchiectasis has fallen through the cracks in the Canadian medical system.
Move to Canada or France for free health care. Additionally, don't operate under the assumption that you'll someday be incapacitated. Deal with that issue if it comes, but it's illogical/irrational to live as if it's already so, not to mention an unnecessary drain psychologically. Your existential state seems to excessively hinge on what others are doing or not doing, that's a behavioral glitch. Set a goal and reach it and everything will fall into place. For your son, move to Canada.
