Realize when this video was posted, about 1.5 years ago. It was posted when the 3.0.2 patch JUST came out, which was back in Oct 2008, and "No", not every rogue has the blurred speed glyph. I don't think PvE rogues would use it and only a couple BGs actually benefit from it, if even. :O

It's a Glyph, which enhance other skills. Only players with "Inscription" can create the glyphs. Most of the time you can find the desired glyphs on the Auction House.
