The phrase Jam Up & Jelly Tight has been around for a long lonnnng time - way before the song and the 1960's. The (correct) phrase is 'Jammed Up and Jelly Tight' meaning its stuck solid and cannot be moved/untightend/budged - certainly not 'everythings ok'

But the rest of the lyrics make it hard to picture anything too innocent. It's really the perfect Bubble Gum song; catchy, goofy, innocent and filthy -- all at once!
