These manhole mounted power transformers can handle rain water, but can't handle melting snow, which as you pointed out, is water. Curious to say the least. If water is collecting in the manholes shouldn't there be sensors that alerts someone to man the sump pumps. Seems to be problems that shouldn't be problems, whether its rainwater or melting snow.
I think the difference is that rain is just water. Snow is being dealt with by spreading thousands of tons of SALT all over the city. This snowmelt-salt combination is very corrosive and it eats though the insulation of these cables. I never understood the logic behind using salt to get rid of the snow. Just plow it!

That was a fire from a transformer. They are filled with mineral oil and they burn pretty nasty when they fail.
