In fact, fly ash is often used in concrete to replace volcanic ash that is mined, which isn't exactly clean either. In places where fly ash isn't used to make concrete, there are strict regulations concerning it's disposal in lined dams.
The dam that broke in Tennessee (Gore's home state) was an old one that didn't meet current standards.

TVA follow stricter quidline than most industry. The fact is this was a freak disaster. there is a tremendous effort to repair and clean up.
