Hm I tried your recipe and mime turned out gooey but I did not cook it In stead I just put Hot Water instead of cooking it.

I have heard you can substitute the cream of tartar with 2 Tablespoons of Lemon Juice or White Vinegar.
I have not tried this but understand the one with vinegar will give the play-doh a vinegar smell.
I have also heard it can be a bit stickier without Cream of Tartar but worth a try.
