Looks like thats overfueling, that will just cause mega carbon build up. A small Gardner engined diesel shunter I was working on had built up so much carbon it had broken a pushrod, ouch!
The 2" ID inlet port was reduced to 1", never seen anything like that!!!!

Its unburned fuel I believe. Happens usually when they are idling.

still its burning diesel wrongly then, usualy hapens to all siesel engines, i think its simple to fix, just a turn of a bolt
