He could actually be a pretty balanced character if his basic attacks were the fist and the chainsaw...then you had to power-up to use the Rocket Launcher and BFG. I assume that the level 1/2/3 stuff on the bottom is what governs that.

He does, but it's just that his shotgun is one of his basic attacks, and most of his weapons that use super power don't even use one super level! The only one that uses 1 or more is the BFG, which takes all three super levels to fire.
