Think of it, simple doubles the effects of any boosting move. If you give him the tm charge beam, he has a 90% chance of doing damage and 70% chance of raising his special attack two stages. If the first move makes contact, then by your second attack your "worst pokemon ever" has a special attack that rivals mewtwo. You hit another successful attack and you just made your bibarel the strongest special attacker in the game.
