Probably the government does not enforce regulations because they want a way to reduce the number of stray dogs in Taiwan. Otherwise the government would have to round up the stray dogs and do something with them. To save the government some trouble, it allows dog slaughtering and eating! Just my guess!

I am Asian and I have never seen people eat babies. I have just seen it on the internet. Maybe eating baby do exist but it's definitely not common.
