Torque steer is too much power pulling to the front wheels causing the car to easily loose control. You cannot really eliminate torque steer because if you think about it, the same wheels that are controlling the vehicle from moving from left to right are also giving all the power.

@iRx8 actually torque steer is because cars with front wheel drive have transversely mounted engines the transmission isn't perfectly centered so one half shaft (driveshaft) is longer then the other. Now i'm not 100% sure exactly how that causes torque steer but it is not just power. Many newer cars have sophisticated differentials that eliminate torque steer almost entirely. I drove a 2006 Saab 9-3 Aero (250hp to the front wheels) and in a straight line there is virtually no torque steer.

Exact same chassis as the standard dodge neon. There's a lot more to racing than just BHP. A well balanced, aerodynamic car, preferably RWD, with a good power to weight ratio is what makes a really good car, especially if you track. AWD is okay, just it's hard to get a good launch with awd and kinda useless if on a track.
