I found the solution for this glitch, you have to do the "I'll Take Her" on the moment when Packie called you to do the picture, don't do the other missions, you have to do this mission first.

After i leave the building in this mission, after taking the picture, the mission does not seem to end.

Packie calls me after i leave the building, but the music that normally plays after you finish a mission does not play.

Could someone tell me if this is supposed to happen, i can't finish the game because of this?

There are no cutscenes for this part. Packie eventually calls you needing a photo of the kidnapped Gracie to prove to her father that they do have her.
