kratos happears in ToS2 near the world three but you cant use him as he is like an appearance

yes, but only after you beat the game once and he also shows up twice in tov but both times are random cameo battles, he is in the colloseum and he is the boss fight of the tower of memories or something.

Lloyd does not need to be level 200, he is secretly at the level since day one of that game. *Lying* But seriously, he was level 100 when you fought him... SO WTF?!

then later when he is with you is 50

that does not make sense AT ALL.

btw there is way to have Lloyd at level 200 with you, also richter and all of the guys that are the enemy can be in your team.
