It's at least conceivable that she could tell them "let me put you through to our quality assurance rep." Not that that would do anybody any good, because, well, it's Creed...

Supplier relations is internal...Meredith's job is to negotiate deals with suppliers so they can sell their paper at the lowest price. A customer would not be involved with that, the same way that if you had a problem with milk from a store, you would complain to the store, and then the store would contact the manufacturer.

Remember - Dunder Mifflin only ships paper, they don't make anything. It's Creed's job to make sure that the products that Dunder Mifflin ships are intact. Remember the episode where there was a vulgar watermark on the paper? That's something that isn't related to a person's order, but a manufacture defect. You would report that to Creed.
