i think the consecutive notes are HOPO because i think you can hit them by releasing your hand off the frets and putting them back on when you have to hit the second one without strumming.

Well, when you move your fingers from RY to BO, just slam the notes between them and MAKE SURE that you hold down RY/BO long enough. And strum. Everything.
