A government program to create giant, flying fire hydrants goes bad when the Scorpion attacks and starts killing workers. After a lengthy battle the surviving workers send out a messenger to contact authorities to bring help. Since the messenger is not from New York he gets lost and wanders around aimlessly for some time. He eventually manages to bring help but by then it's too late. The government quickly sends in men, calls off the project and "bricks it up" in a manner of speaking.
