The strange relic is in chapter 4, after you go underground and take out 4 people you'll come across a large pipe which you climb inside. The strange relic is at the very top on a mesh grill. Hope this helps you guys out!

The reason you don't see wizardry winning in recent years is because there haven't been any good games based around magic, although The Elder Scrolls is not based around magic.
