The animation isn't bad for a RM2k3 game. Looks like a lot of work was put into it.
I've done some basic RM2k3 event battle systems before, you don't want to try to make a Tales of system with it. You'll wind up spending hours on it to wind up with a giant glitch. Trust me.
For more recent RPG Makers, though, it should be pretty doable, but would take a lot of work, especially for animating skills/hit detection.

In regards to the battle system, blame RM2k3. It doesn't let you make a Tales-style battle system by default, and when I was making Ocean, I didn't understand how to do a Tales one. I still don't. At All. It's too event-y and clusterfucky. >_>
Still, I finished this a year ago, so I've moved onto (what I hope are) better things since. With some luck, maybe I'll learn for future projects.

By images, do you mean that you have trouble importing files, or do you mean that the graphics are loading funny or what?
If it's importing images you're having trouble with, try saving them as .GIF files. Be careful, however, as this may ruin their quality, so make an extra copy beforehand just in case.
Hmm, the animation sure could use some work. The character doesn't move smoothly. But I guess that since you ripped those from Exceed Force, you wouldn't have much leeway. My point still stands though.
Also, you should probably balance your damage. The damage those skills did wasn't really all that different.

And the reason most of the damage is similar is because I wanted to give the skills different effects as opposed to massively increasing damage, otherwise the old skills just become redundant. For example, White Tornado drains HP, Searing Soar Slash is the anti-air attack, etc.
I just find a lot of RPG's see you end up with a lot of useless skills at the end, and I just wanted to avoid that.
I'm glad your doing that because every non-action RPG ends up with really useless old skills. Who wants to do Sword Rain and do 50 damage when you can do Sword Rain: Alpha and do 1,000 damage?

Yeah, it's a shame that they can't move. Oh well, at least their Mystic Artes will be animated.
