Its not only the adrenaline that cops are addicted too, its the power, many seek the job for that very purpose I've had family become a police officer the change in his personality was dramatic, I went on 2 ride alongs and the us vs. them attitude is profound, from him and other police I met. He fell into corrupt behavior his first year, started carrying an unregistered gun and drugs. "just in case some scum doesn't comply. The cop might have been a jerk.... but Moats endangered the public by speeding and running red lights and stop signs. Regardless of his hazard lights, that would not have stopped him from hitting someone. Both were wrong in this situation.

Perhaps what makes you most upset is seeing someone question authority. It's been drilled into you in government schools, through society, boot camp, etc. The government is in charge, they are good, and the people they say are bad are really bad right? The policeman was impolite, "shut your mouth", but expected respect, used threats and coercion to get compliance but showed very little compassion, understanding or restraint. While this is being said I really only see one car as it travels off screen and the officer waits for the vehicle to pass before beginning pursuit of a vehicle that 1) appears to be speeding which is a violation of traffic law; 2) won't pull over for an emergency vehicle which is a violation of traffic law.

This pursuit took place in the middle of the night and appears there is hardly any amount of traffic on the road to consider it a "densely populated area".

The officer used his judgement to pursue a vehicle violating a number of traffic laws to attempt to prevent any fatalities, injuries or accidents as it is their job to do so.

This officer gave the driver (regardless of who he is) many opportunities to stop and explain the situation, the driver did not stop.
