Specter hopes he can escape the charge of "amnesty" that killed the last bill. Of course his bill still provides amnesty. Illegal aliens would incur no penalty and be allowed to stay

Puerto Rico is a Commonwealth which does provide a Puerto Rican citizenship, so they actually have both. What's odd is that you must register to claim a Puerto Rico citizenship, while a US citizenship is granted at birth on the island.

Cuba was the first to claim independence in 1902, the Phillippines in 1946 and Puerto Rico became a Commonwealth in 1948.

I didn't. I was refering to the category for Temporary Worker Visas. It applies to everyone and not just Mexican Immigrants.

H1B, H1C, H2A are for Specialty Jobs such as musicians, models, nurses, teachers, journalists, agriculturalists etc

While H2B, HC, H4 are for trainees, skilled or unskilled laborers and children of any of these categories.

Tom Tancredo's bill wanted to lump all them into a single category.
