Well, a chuff amp simply amplifies the volume of the chuff.

how is the amp accomplished?
I'm not entirely sure how it works, but I'm assuming there's something added between cylinders and smoke stack that causes the steam shoot out faster, so that the chuff is louder. I could be totally wrong, though.
