my guess was exactly that. And for the record, both Pikachu and Swellow used thunder armor in the Liza/Tate gym battle (you know, that two-on-two gym battle in Ruby/Sapphire/Emerald). It's pretty infamous amongst fans as a deus ex machina (though I don't think it was that much of an ass-pull, personally).
