there's a way to bring that down to level 1, i forget how though.

Lower the attack of the opponent by 6 to make it Lv1 (the most you can lower it is 6, and 7 - 6 = 1). Make your ATK higher to make the LVL of the wild Pokemon higher. Search up Pokemon Yellow Lv100 before Brock glitch if you need a better explanation.

It's something about boosts and drains and using attacks like growl.

The text happened to me too, except It was Pokemon Blue, and the Cerulean City Mew Glitch (or a Pokemon Found by testing it out). It said the last words that the Team Rocket Grunt at the Nugget Bridge says to you, I can't really remember the Text Fully.
