if you use the gradient tool in new layers set on color burn you can make the flame be higher some places and lower others. Not best explanation but hope you understand! : )

OK tinytiff12, if you want to rotate your image find the black curser in the tools bar, right click your image  and pull your up and down or left or right until you find the correct position, though your image will be gaussian blurred at about 1.

If you want to move your image left or right or up or down, find the black curser and drag while clicking the image until you have it where you want it.
