I've got to say this. In almost all cases it's a black person who dances randomly. I'm not making a racist remark I'll I'm saying is.. look at the difference in culture. I think it has to do with the upbringing and how in Africa they still have a lot of the cultural dance ceremonies and such. It's awesome and I always smile when I see it.
