well.... my PC 2710P boots at same speed, may be even bit faster with windows 7 and 2GB of RAM.
as for applications Vista is very heavy and the performance seems OK, but still i have the same performance with windows 7. try it if you can and post a comparision.
win7 provided no performance difference on any of my systems, and, personally, i dislike it's changes (the taskbar is a usability failure, the UAC changes are a security failure).
i know win7 has some performance enhancements, none of those translate to higher performances on my systems. i changed them all to ssds, though.
and btw, you should still get an ssd. possibly a photofast v3, they have more storage and higher performance. it helps for all apps and everything.
