what harm could they do?, they were probably doing homework since some of those kids probably don't have computers at home

You're right, and I agree with you; but part of my job as a teacher in China is to kick kids out of rooms because if I don't, I get in trouble. Though I agree with your benign perspective, many of my colleagues do not, at least not enough to change our school policy.
