Racism is not as common as it is in the US (I am Canadian and lived about 3 years in CA). The Shepard is a working dog, bred to serve and protect. Similarly, one of our daycare dogs barked at my coworker incessantly for similar reasons. Dogs who aren't around those of other races often can sometimes feel scared because they know them to be different, visually, than the humans they're used to seeing. Some dogs are just sensitive to that kind of thing.

City need a good set of laws for any kind of dog. Start with lic $1000.00 per dog. Fence three times the height that the dog can jump. Horizontal fence under the ground so dog can not dig out. Two gates. $1000 fine if the dog is out public with out leash. $3000 if dog bits any person or animals. If the dog kills, the owner does jail time, life if it kill human. Dog on leash must and behave (no pulling, jumping) or $1000 fine. Dog must be muzzled when in public of fine of $1000.
