That's from another episode, the first episode with Max Keenan if I remember correctly. He was pretending to be a priest and when she came to talk to him, he knew that Booth has been told he was there and would come to arrest him, so he handcuffed Brennan to the bench so that Booth would try and undo her instead of going after him in the van with Russ.
