In Japan, whale meat is sold legally.

You can find it in supermarkets.

The whales are cought in research hunting and sold to afford the research.

If Japan should continue the whale catching, I suppose that the commercial inshore whale catching is the way it should be.

What are they researching how to save whales? And it isn't legal it is just allowed by the government. The government isn't in charge of earth. Even if it claimed it was. Is still just them condoning it. In real legal terms it would mean everyone thought it was o.k. to do. That is where governments take control and say that everyone did.
