Does not make sense to me that the US would transport Phosgene from Iraq to the United States. They would have biological/chemical laboratories right there in Iraq with the soldiers, or threw a third party. Second, the united states would not need to transport it, we could just make it here.. as a matter of fact we do make it here, it is used as a catalyst or building block for other chemicals , pharmaceuticals, frequently transported via rail, look up DOT 1076.
