If your car's C02 emission is less than 100 g/km then your vehicle is in Band A and your yearly rate is £.0.00. So are you arguing that low emission cars should not be allowed on the road either? Council tax contributes towards roads. So my 80 year old non driving housebound mother is contributing towards road maintenance.
