You must have old galvanized piping. The old rust is clogging the valve. You will need to open up the wall on the other side of the shower and repair the valve. It is best to change to all new copper pipping to fix the problem.
Maybe you should turn the water ON when you are trying to use the upper shower head, Also, don't go to Home Depot for the cartridge. They are slightly bigger and are hard to turn. Go to a local plumbing supply store. They will have the correct size.
