Chun is Tier 1.5, Dhalsim is Tier 1, but the MU between the two is actually perfectly fair. What are these "cheap idiotic technics" you're talking about? Are you talking about making the most out of the moves your character has? 'cause if that's "cheap idiotic", then I don't want to know what's fair.
"cheap scrub tactics" has to be the biggest oxymoron I've ever heard. You can't A) display the only prereq for being a scrub (calling moves cheap) and B) call the other person a scrub in the same sentence!

Cheap tactics dont exist, only effective strategies. And whats wrong with tick(throws)? Top players seems to put them to good use.
