All of it is considered human. He certainly said he was half human and there are ways of fooling people into believing that and yes the Master did regenerate in the new series. He also said the Time Lords brought him back for the war.
The Master was revived and given a new set of regenerations to fight in the Time War, namely because he'd probably make a formidable enemy and he hated the daleks as much as anyone.
Fans have speculated that due to the Doctor's surgery and the anaesthetic that it is in fact only this Doctor who is half human though a human mother might explain the Doctor's preoccupation with Earth, how big is the Universe after all?! NJ.
It's one of those things up for grabs, depending on who is writing it. I like the canon that he was loomed--- no mother at all. But, a human mother leaves it open for the new Doctor to enjoy human women, since there are no Time Ladies for him to mate with.
The Looms are not considered cannon... Although the story for Lungbarrow might have found its way into the original series in time, it never had the opportunity and the new series specifically states that Time Lords do have childhoods. The original series also mentioned Time Lord children.
And the whole half-human thing was likely limited to this particular incarnation, although they have yet to address it.
@Arnabas315 it depends on who is writing and which canon they prefer. I could see the current writers liking the Doctor as half human to explain all the EMO behavior.
Maybe. It has been strongly implied on a few occasions that during regeneration, the Doctor could end up in various forms. He has checked himself for extra appendages, for example and I seem to recall him saying he could theoretcally change into something totally different, so I know quite a few people who say that he turned into a half-human Time Lord here, then on his next incarnation returned to full Gallifreyan.
@Arnabas315 Maybe he was reading the memory of whomever donated blood; I'm thinking he must have gotten human blood transfusion during the surgery. It's sci-fi. Works for me.
I like that theory--especially seeing as when 10.2 came into the picture in "Journey's End", he was quite surprised (and displeased) to be part human.
The third doctor was exiled to earth because his former incarnations were considered rogues for their carelessness in altering history. That's why he's sympathetic for the planet.

Although James Cameron wrote the Screenplay, it was produced in the US, I think it's safe to say that Terminator is American, much as I'm a fan of the series... V.
