Any gun is innacurate when you fire full auto; he was just firing like that to show off.

Someone wouldn't get a machine pistol if he/she wanted a firearm for accurate long-range performance. You'd get something like that Glock-18 for situations where your targets would be relatively close, or where it would be awkard carrying a full-size rifle, such as if you were working as a body guard.

Depends on what country you're from. In the USA, you'd have to pay a $200 tax, get approval from your local police chief, and the gun would have had to have been made or imported before 1986 (according to Wikipedia).

It's also legal to have fully automatic guns if you're a gun dealer or manufacturer. It's likely that the guy in the video above was demonstrating the product for potential customers.
