If you give them a phone call they will call a hit to kill someone. If you put them in a cell with another inmate they will kill each other. If you open two door at the same time , they will kill each other. These are violent killers. They will kill for money, power, gang status, or no reason at all. They are in prison because of the violent crimes they committed on the streets and in prison. This is not like adopting a pet, unless of course it was a king cobra.

I don't think they will say that it is beneficial. Back to your definition of torture though, if that is true then any incarceration could be considered torture because it is intentionally putting people through suffering.

this is a sad tale. the state of california's officials from dept. of correctional haven't complied with any of the court orders over crowding & medical. the state is currupt. the illegal population need to be brought under control, which will reduce the population to a manageable size. population count drains budget. smaller community is manageable for authority. lower population equal better relationship with authorities, better community & more jobs. Responsible citizens left the state

Torture is a war crime and 23 iso is said by medical community to cause insanity and that makes for worse criminals and people when they get or wait if they ever get out, which means they cost taxpayers more money...your already in prison serving time is the sentence not torture, thats not the civilization we live. supposedly
