Actually, if we view music video as a medium unto itself rather than separate the music from the video, I'd say that this entire package is excellent period and is perfect.

The song isn't his best work but it's some of his most personal, and the video is amazing. Michel Gondry no doubt draws inspiration from videos like this.

Fremont CA. We used to have a huge HARD CORE porno theater at the corner of Walnut & Civic Center. 5:04 sounds like the sample played at start of It's A Sin just before the upbeat part of the song starts. Though this wouldn't surprise me as both songs were recorded on a Fairlight.
This is one of the strangest videos I've ever come across. The song wasn't a big pop hit (it peaked at 62 I think) but a very memorable video. This must have been fun to make with all those special effects.
Still looks original and fresh - although you could do this easily now, it's the imagination and humour that makes it timeless. Scroobius Pip is a modern-day equivalent of Dolby in some ways.
