There's no hard-written rulebook, but the general idea of a youtube poop is to make comical scenarios by splicing pre-existing voice clips together. Recording your own voice to put in as a clip doesn't take any skill. Finding and splicing preexisting voice clips into what you're trying to have him say is what really requires talent.
