It's a Hidden jutsu, (i.e., a specialized technique taught only within a certain family,) not a Kekkeigenkai... Theoretically, any- and everyone could do it, but the chance of anyone figuring out how it works are slim to nill.

no. Shikamau's jutsu is not very effective, so he relies entirely on an IQ of over 200. He was the only Genin to be premoted in the first sseries, because of his superior intellect

@aeson128 theyre both differently smart, while shikamaru is really intelligent in tactics and long-distance maneuvers, neji is very smart at doing close combat tactic maneuvers, both really smart- just in different ways. but yeah, i would agree that shikamaru is smarter, but he cant keep up with neji as a ninja in most occasions.

Without a doubt, the Sand Siblings are intelligent but they're not up there with Shikamaru. The ones who rival Shikamaru's intelligence are Kakashi, Kabuto, Tsunade, Shikaku, and maybe a few others. and a few others. Don't forget that Shikamaru outsmarted Temari in the Chunin Exams, despite losing, and was still the only one to get promoted because of his intelligence.

And Neji is a Jonin along with Temari, Kankrow, Shizune, Kakashi, Anko, Guy, Kurenai, and Asuma (RIP) cause they got more than just skills than Chunin. They got two or more sets of element jutsus and great leadership skills. And we know that Gaara is the 5th Kzaekage, Tsunade, 5th hokage, Mei, 5th Mizukage, A, 4th Raikage, and Oonoki as 3rd Tsuchikage are more that that.
