Can't blame workers for using the tool. That's not the point. Before leaf blowers, landscaping expectations were different. My father and I raked and burned leaves when I grew up. The burning was pretty bad too, right? Anyway, the blowing is a problem, as explained in this video. Only laws will change the practice -- and the expectations of landscapers' customers.
Do-it-yourselfers, you should try a rake, as I still do. There are many times when a rake is more efficient and quicker.

Last Halloween, I personally had to march up to a gardener blasting away with a leaf blower -- spewing a 10-foot cloud of driveway dust and planter debris onto a group of trick-or-treating kids, all of them around 6-7 years old! The gardener was totally insensible of the filth he was blowing all over these kids, and looked at me with zero comprehension. Next week he was back, but it was only me who had to breathe in the dog-poop, fertilizer, and asphalt particles he raised. Every day, weekly.

Just taking a quick look at the user manual, I'm positive most operators violate the proper use, when it comes to the 50 or so foot zone (dust mask ear protection etc)..
