If the police car's 0-200 time is a (fast guess to make it seem more plausible) 15 seconds, you've already travelled nearly 1 kilometer. If the police car has a big enough engine and good enough handling, then maybe the cop has a slim chance, but, realistically, they'd just never catch them.
