"before rationing" ...Those concepts should be taught to not only administration, but to the floor nurses because in those situations (especially individual floor charge nurses) administration is often over burdoned with many decisions all at once during times of crisis.

....and that delegating such responsibilities on an individual basis should be made prior to and practiced BEFORE a major crisis.
