Level 9 HP was because in old RS you could have chosen what you wanted to become. A miner, I would believe, will start with 9 hp and some mining gear. These distinctive accounts are in use still, some people level up skilling on their 9HP character.

IF you want to know how to get 9hp, it was becuase in RSC, you had a base exp of 1k hitpoints exp. When they updated it so it was level 10, and you played RS2, you ended up with level 9 hp.

Actaully the part at around 1:50 is incorrect, the way you got 9 hp is if you had 10 hp in rs classic and kept it till rs2, in rs2 the experience needed for lvl 10 is slighty higher, giving you 9 hp.

Level 9 hitpoints isn't a punishment, They upped the amount of exp needed for level 10 when RS2 came out leaving them with the same exp they already had but with a different level. He's also not the only level 1, there are tons of them, they either don't play anymore, leveled up, or are rarely seen.

It is actually possible for players, regardless of being F2P or P2P (non-Jagex moderators) to obtain a Combat level of 1 within Runescape Classic, or Runescape 2. The reason for this was, back in RSC, many botters were found and "stat-wiped", that is, having ALL of their stats removed, thus enforcing a Combat level of 1. There is only one player who has managed to stay at level 1, and that player's name is Life_Hated.
