Because she's still wearing the dress. Soon a picture of her as Hannah Montana, meeting the queen, will be all over the press and people will realize that Miley was wearing the exact same outfit Hannah Montana was wearing.

Because if she took the wig off some people might see her wearing Hannah's dress and then people would find out and thats the opposite of what she wants.
