Because they used the old (FIFA 08) engine on the PC. They made a new one for the consoles. Don't worry though, FIFA 10 will look WAY better on PC than consoles.

I've had both consoles and I prefer the Xbox 360, I never really do play my PS3 much in comparison. I also prefer the controller of the xbox.

However, the xbox's reliability is terrible and mine broke several times due to the infamous "red rings of death" so this is the area which makes the PS3 a better buy in my opinion.
