Google Glowstick Glasses. Get them at a dollar store.
Then I made a loop out of a big glowstick, and hot glued it on the sides of the glasses.
To make the costume, I bough some cheap sweatpants and a shirt. Hot glue the glowsticks to the shirt and pants. Remember, you will have to do it just hours before you want to wear the costume.
And keep in mind that the costume only looks good in very dark places. I wore it to a bar that was too lit and it was pretty awkward.

We did this costume for a Halloween dance... but there were some lights on like that happened to you at the club....
Stick man in the dark = very cool
Stick man in the light = weird kid wearing glow sticks.
