The perceived fear came from saying the wrong thing and thereby appearing to the viewers/voters to either accept or reject the conspiracy theories. If she appeared to go either way she would have risked alienating voters, so she was very focused on not doing so. That has nothing to do with the issue, but everything to do with winning elections.

And that is precisely the essence of a compromised representative. She is being asked to conduct a criminal investigation against 911. She's not being asked to buy a conspiracy theory. Two leading members of the 911 Commission publicly stated that the Commission Report is lacking crucial testimony and contains false testimony. Meanwhile, we still do not have a criminal investigation of 911. If Giffords will let such a miscarriage of justice to continue, she must step down.

Actually, what she said is more sophisticated than that. Since she does not believe in associating herself with this issue, she makes up an excuse for why she _can't_ do anything about it. Thereby the 9/11 Truthers will maintain some faith in that maybe she _does_ support their cause (or at least does not oppose it), but is not a senior enough representative to actually do something about the issue.
