Laws are enforced by law enforcement. Regulations are necessary to enforce laws, bureaucrats (less derogatory coloring) administer the will of the people (see that things get done).

@ReduceGHGs What Libertarians want are less regulations BUT MORE actual laws that can be enforced by anyone rather than just a bureaucrat. The wouldn't be global warming and such a pollution problem if we upheld our property laws and didn't have the EPA circumventing laws that are already on the books. It's illegal to pollute my land, yet the EPA allows coal companies to dump mercury on my land everyday while they also emit it into public air and water.

Laws are enforced by law enforcement. Regulations are necessary to enforce laws, bureaucrats (less derogatory coloring) administer the will of the people (see that things get done).
Global warming is a product of using fossil fuels, deforestation, and over-population. It will take stronger laws, regulations, enforcement, and better public awareness to deal with it. CO2 emissions is generally LEGAL air pollution that libertarians are clueless to deal with.

@ReduceGHGs You seem confused. Regulations and laws are not the same thing. You don't need a regulation to enforce a law. It's illegal to kill someone, that's a law. If I kill someone a regulator does not have to decide whether or not to prosecute me. Rather a prosecutor will take me to court because I broke the law. A regulator can make a new regulation and only other regulators in his office can enforce it. You, me, police, and prosecutors cannot do anything ourselves.

CO2 is now LEGALLY considered to be a pollutant as per the Supreme Court. The EPA will have to establish REGULATIONS to enforce the law.
Due to the advantage corporations have over the typical citizen we need laws and regulations to keep them from taking advantage of us. The Cuyahoga River burning was but one of many examples where regulations are used to enforce the people's laws.

Anyone can edit wikipedia and it's a platform for special interests, advertising, and slander when the option presents itself. Besides it does not appear the wiki page on regulation says what you seem to think it does. Like others have said a regulation and a law are two different things.

All one has to do is read the financial press to see that the Fed is not shrouded in secrecy. We know what's on the Fed's balance sheet since it's audited annually. We just don't know or should we know the confidential identities of all the Fed's counterparties since disclosure destroys banks in need of the lender of last resort.

Wow are you in need of an education! The Federal Reserve System has NEVER been audited EVER! The FED's balance sheets have never been audited except by their own in-house people, not Congress not the GAO, or anyone outside of their own owners have ever seen their books. We use a fiat currency backed by NOTHING, and a Fractional Reserve Banking System that lends out 90% more than it actually has, and collects interest on the money they never had!

Yeah, I would like an audit as a first step approach, but the problem with an audit is that there is no guarentees that Congress will even make changes to the Fed once they see their books. I'm worried that Congress is so far down the love path with the Fed that they will just make excuses for their dealings and continue them.
Congress has continued to enjoy it's free money ride while ordinary American's get their wealth stolen from them. It sucks, and I don't see it changing. I hope I'm wrong.

The majority of the Federal Reserve's activities are kept under wraps, yet the power to print and disperse money subordinates the power of the U.S. government itself, and therefore the American people. The concept of ownership comes at the branch level which are organized similar to corporations. Member banks are compelled to subscribe to shares in their local Fed branch. These shares are very limited in their power.

the law is fairly clear about ownership of shares in a Fed branch:
Only member banks can own shares
All member banks must be domestic (i.e. a majority of the shares in a member bank must be owned by Americans)
Regardless of the number of shares a bank owns it has only one vote.
Regardless of the number of branches a bank has, it can only own shares and have it's vote in a single branch.
So involvement and influence in Fed branches is spread over thousands of banks.
