Easy problem to solve, but nobody has the stomach. Hire ex-commandos and retrofit the ships with about a half dozen .50 cal pods. Let the pirate ship get close and then cut the niggers to ribbons. Board the pirate ship, take a carcass off, carve it up into pieces and mail it back to the pirate's family. Do this for about six months. I guarantee piracy will go WAY down. All but gone in one year. At a fraction of the cost of paying the ransom.
